Besides City Council and School Board races for Washington, Missouri, the April 7, 2009 election will also include a county-wide measure, Proposition C, to decide whether the County should adopt the Constitution approved by the Franklin County Constitution Commission on January 24, 2009. School Board candidates and candidates running in contested City Council races were invited to a Washington Federation of Republican Women forum in early February. A separate forum, in March, included a presentation on the proposed Franklin County Constitution. There will be no tax increase without approval of the voters of Franklin County. There will be restrictions on the use of eminent domain. Franklin County is required to have a balanced budget. Amendment of the Constitution requires approval of a majority of the voters of Franklin County.
